The Building Amendment Bill was introduced to Parliament on 29 June 2026. The Bill includes a package of targeted reforms to the Building Act 2004 designed to improve the performance, accountability and resilience of New Zealand’s building system. The Bill addresses longstanding concerns about how risk and responsibility are allocated in the building and construction sector by introducing a proportionate liability regime, alongside complementary consumer protection measures including mandatory home warranties and professional indemnity insurance requirements. It also includes reforms to streamline building consent processes, strengthen the building research system, and support more efficient delivery of building and construction services.

Representatives from MBIE’s Building System Performance team will provide IBANZ members with an overview of the Bill, with a focus on its implications for the insurance sector and an opportunity for Q&As.
